NAVY TRAINS 99 OFFICERS IN PERFORMANCE THINKING, LEADERSHIP

POSTED ON OCTOBER 26, 2019 BY De Realpower, *copied*

The Nigerian Navy said yesterday it has trained over 99 officers within the ranks of Lieutenant to Rear Admiral in performance thinking, leadership and organisational agility to scale up their skills to tackle conventional and asymmetric threats especially in the maritime domain. The Chief of Naval Staff CNS, Vice Admiral Ibok-Ete Ibas made the disclosure in Abuja, while declaring open the Nigerian Navy Transformation Workshop on Performance Thinking, Leadership and Organisational Agility. He said 199 young officers recently commissioned at the Naval College would need guidance and mentoring to ensure a virile and professional workforce as well as shape the service’s doctrines and policies. He said as member of the Armed Forces, officers should be ready and receptive to learning as their duties, roles and responsibilities leave no room for second chance, even as he added that increased patrol has drastically reduced activities of pirates on Nigerian waters. Represented by Chief of Policy and Plans Naval Headquarters, Rear Admiral Begroy Enyinna Ibe-Enwo, the CNS said the peace and security of the nation’s maritime domain was important as the maritime domain served as the main artery to the economic prosperity and national development in Nigeria. “The continuous changing nature of warfare and the need to be ahead of the curve necessitated the change from trident strategy to a more expansive total spectrum maritime strategy.

“The import of this strategic change and the mileage that we have been able leverage from this new maritime strategy is definitely not lost on this audience”, he said, while noting that “it has afforded the Nigerian Navy, the ability to combat not only conventional threats but asymmetric threats that have shown they have no second thoughts about endangering the national security of the nation in the pursuit of their own selfish interests”. CNS added that “prior to now, the Malacca strait was reported as the hotbed of piracy globally, however, the Gulf of Guinea has now been reported as the epicentre of piracy”. He said the “the international maritime bureau reported 72 attacks last year on vessels at sea from Ivory Coast to Cameroon. With increased patrols and concerted efforts of the NN and other regional navies, only about 30 attacks most of them unsuccessful have been reported this year. “Nevertheless, more still needs to be done to totally rid the Gulf of Guinea the GOG of this menace.” He noted that the workshop seeks to assist participants in critical areas of abstract and cognitive thinking in a demanding and hostile environment, stressing that it is important to understand how our thought processes and the mind state affects and influences performance. Earlier in his address of welcome, the Chief of Naval Transformation, Rear Admiral Ifeola Mohammed said the workshop was divided into five categories with three conducted in Lagos for 60 officers and the other two in Abuja for 40 officers.

NAVY HANDS OVER EIGHT SUSPECTS, SMUGGLED PETROL TO NSCDC IN CALABAR

THE NIGERIAN NAVY HAS HANDED OVER EIGHT SUSPECTED SMUGGLERS OF PETROLEUM PRODUCTS ALONG WITH THE PRODUCTS TO THE NIGERIA SECURITY AND CIVIL DEFENCE CORPS. THE COMMANDER OF NIGERIAN NAVY SHIP, VICTORY, COMMODORE VINCENT OKEKE HANDED OVER THE SUSPECTS AT THE NNS VICTORY BASE IN CALABAR. THE SUSPECTS ARE BLESSING BASSEY ETIM, ANANO SOLOMON EDIMO, CHRISTOPHER ENEFION ETIM, AND NDIBA VICTOR. OTHERS ARE BLESSED SAMSON AKPAN, UZOMA JAMES, EDET EKPENYONG ESU AND EMMANUEL ISEH BASSEY. WHILE HANDING OVER THE SUSPECTS, OKEKE SAID, “ON 12 SEPTEMBER 2019, NNS VICTORY PATROL TEAM INTERCEPTED AND ARRESTED THREE WOODEN BOATS LADEN WITH DRUMS OF SUBSTANCE SUSPECTED TO BE PREMIUM MOTOR SPIRIT. THE BOATS HAD EIGHT CREW MEMBERS AND WERE INTERCEPTED OFFSHORE IBAKA WHILE ON OUTBOUND TRANSIT TO CAMEROON. “THE DRUMS OF SUSPECTED PMS WERE CONCEALED UNDER SEVERAL EMPTY DRUMS ALL IN A BID TO EVADE ARREST. HOWEVER, AFTER OFFLOADING AT THE BASE, A TOTAL OF 81 DRUMS OF PMS WERE RECOVERED.” HE ADDED “THESE SUSPECTS WERE GRANTED BAIL TO AFFORD THE BASE ADEQUATE TIME TO INVESTIGATE THE MATTER. THEY WERE RE-ARRESTED ON 15 OCTOBER 2019 UPON THE ESTABLISHMENT OF A PRIMA FACIE CASE AGAINST THEM.”

Commodore Okeke said the heightened monitoring of the nation’s maritime and land borders in accordance with the directive of the Chief of Naval Staff, Vice Admiral Ibok Ette Ibas, to stamp out smuggling activities led to the arrest of the suspects. “In line with this directive, NNS Victory has continued to make several arrests. From 2018 to date, the Base has arrested a good number of wooden boats laden with about 21,000 bags of rice, and other contraband items valued at over N350 million. It is unfortunate that despite the relentless efforts of the Base, these suspected smugglers decided to test their luck. The present arrest of these suspects, therefore, further underscores the Base’s intolerance to smuggling activities within the Calabar waterways,” he said. He said in line with extant regulations, “The confiscated items and the eight suspected smugglers are hereby handed over to the Nigeria Security and Civil Defence Corps for further investigation and prosecution.” Receiving the suspects and items, the Acting Commandant of NSCDC in charge of the state, Deputy Commandant Etom Ofem, said, “after completing our preliminary investigation, we will proceed to court immediately. The outcome of the investigation will determine exactly which way we will go.”

27 NAVAL OFFICERS GET UNDERWATER WARFARE, OTHER EXPERTISE

TWENTY-seven Nigerian Navy (NN) officers were at the weekend certified as experts in above water, underwater warfare, navigation and other specialization required by navies across the world. Their qualification followed one year’s training at the Nigerian Naval Ship (NNS) QUORRA. The Nation reports that 32 officers took part in the training but five could not graduate due to alleged indiscipline. Commending the officers at their passing out on Friday, Chief of the Naval Staff (CNS) Vice Admiral Ibok-Ete Ibas said the course was aimed at improving their knowledge as well as equipping them with requisite expertise to perform their naval duties creditably. Ibas, who was represented by the Flag Officer Commanding (FOC) Naval Training Command (NAVTRAC), Rear Admiral Stanfford Enoch, said the officers were trained in core specialisations, including aircraft and helicopter control, submarine and marine operations, ICT, navigation and direction. The CNS said they would be deployed as specialists in ships, training institutions and other naval formations where their competences would be needed.

He reminded them of the need for self-improvement and continued education to be abreast of rapid changes in naval warfare. Ibas said they would also be required to use the knowledge gained to ensure adequate maintenance and utilisation of expensive platforms acquired for the NN by the Federal Government. “There have been recent massive renewal and recapitalisation of the Nigerian Navy fleet. The operability, maintenance and effectiveness of the fattened efficiency of these ships and platforms will depend mostly on your expertise as junior officers. “During the course you have acquired the required expertise in your chosen specialisation. Consequently, you have been equipped with the potential competences to help you navigate and fight with these modern complex machines as you will bring the knowledge you have acquired to help ensure these platforms are maintained and well used to sustain maritime security,” he said. Citing instance of four participants who were dismissed few days to the completion of the training, Ibas warned that NN would not tolerate experts that were bereft of discipline and sound moral character.
In his welcome address, NNS QUORRA Commandant Commodore Emmanuel Nmoyem said the participants commenced the course on October 15, 2018, adding that it featured intensive training and academic activities. “In furtherance of the transformation efforts of the NN, NAVTRAC reviewed and expanded the officers long course curriculum to reflect emerging contemporary operations. It is hoped that this will significantly improve your knowledge in naval operations and overall performance in the sphere of military operations other than war,” he said.

FG’S SACK OF NCPC BOSS SUSPICIOUS – CAN

ABUJA – Christian Association of Nigeria, CAN, has said the sudden termination of Rev. Tor Ujah’s appointment as the Executive Secretary of the Nigerian Christian Pilgrim Commission (NCPC) is suspicious. President Muhammadu Buhari on Tuesday approved the Ujah’s sack in line with the provision of Section 4, Sub-Section 3 of the NCPC Act. But CAN says though President Buhari reserved the right to either appoint or remove the Commission’s Executive Secretary as he deems fit, the fact that Ujah was not allowed to complete his tenure before his sack questions the motive behind the decision of the government. Speaking in a chat with Vanguard in Abuja, CAN’s National Director, Legal and Public Affairs, Evangelist Samuel Kwamkur Vondip, said: “The section and sub-section of the NCPC Act cited by the government for Rev. Ujah’s sack provide the right of the President to remove him. “But, the government said Rev. Ujah’s appointment was ‘terminated’ which means that he did not complete his tenure and may have been accused of doing something wrong, therefore, his services are no longer needed, his sack raises suspicion,” he stated. Also read: $9.6 billion judgment debt: no imminent threat to Nigeria’s assets – Lai Mohammed Recall that the federal government had also directed the sacked NCPC Executive Secretary to hand over to Mrs Esther Kwaghe, Director of Administration in the Commission, who is to oversee the Office, pending the appointment of a Substantive Executive Secretary. Asked if the leadership change in the Commission would affect the Church, Evang. Vondip said: “I don’t think it will affect NCPC’s relationship with CAN, because the operation of CAN is not dependent on the operation of the Nigerian Christian Pilgrims’ Commission. What we do with the NCPC is a partnership. The Commission is purely a federal government creation. So, the President appoints whoever he deems fit and removes whoever he deems unfit.” He, however, expressed the desire of the umbrella Christian body in the country to enjoy good relations with the next substantive Executive Secretary of the Commission. “Our sole desire, as partners with NCPC, is that credible people, who are good Christians are willing to listen to the counsel of the CAN, understand its working, and share a good relationship with the Church, are appointed to head the Commission,” he said. Meanwhile, Vanguard gathered that Ujah has complied with the directive and thanked the President for the opportunity to serve the country in such a capacity.
